TNG generates incorrect cert for buildmanager

      The Quay Operator includes BUILDMAN_HOSTNAME as a Subect Alternative Name for the generated TLS cert/key pair for Quay. However, it doesn't strip out the port number, which causes TLS verification to fail from the builders.
