Story: As an OpenShift administrator I want to use the scripted installer to enable mirroring so that I can automatically mirror OpenShift payload or other required content for an offline cluster.

Background: Simplifying ** mirroring of OCP release content is the first goal of the standalone-installer. Since this is based on SHAs rather than tags the classic repo mirroring of Quay is less useful here. It will be required in later iterations of the installer when it contains the logic of oc adm release mirror and oc adm catalog mirror. Thus it is useful to be included in the installation routine now, but this story can be delayed if required to a later version.

Acceptance criteria:

• installer enables mirroring in the config bundle
• installer stands up a single mirroring worker
• installer provides an optional switch to override the default amount of mirroring workers (1)
• mirroring is set up by default
