Goal: Provide a first step of functional integration between Quay and OpenShift via an Operator

      Problem:
Red Hat Quay and OpenShift have zero automated integration with the exception of traditional container image retrieval. Concepts like namespaces, authentication and authorization are duplicated between the products caused a fragmented experience.

      Why is this important:
Red Hat Quay customers are in nearly every case an OpenShift customer. It is imperative that Red Hat Quay customers get a more seamless experience when running with OpenShift.

      Dependencies (internal and external):
      None

Prioritized epics + deliverables (in scope / not in scope):
Productize existing community operator for namespace, imagestream and build system integration with OpenShift.
