Quay TNG Operator can't customize the Mirror POD Counts in config bundle

Description:

This is a new feature request for Quay V3.4.0 TNG Operator, now following the docs, there's no location to define the POD Counts of Mirror POD in quay config bundle secret. Compared with Quay V3.3 Operator, it support to specify the POD numbers of Mirror POD, in Quay V3.4.0 Operator support to use "horizontalpodautoscaler" to increase the POD numbers when workload increasing, but that can only adjust Quay POD Numbers.

horizontalpodautoscaler Adjusts the number of Quay pods depending on memory/cpu consumption.
