How to Reproduce:

Set up new Quay config with just postgres/redis connection details.

ConfigTool shows 1 configuration item remaining- Time Machine expiration time.  Time Machine not explicitly enabled. 

Expected Results:

Only require Expiration time if Time Machine selected.  If we are enabling TM by default now, we should provide a sensible default value.
