Description of problem:

After configuring organization mirroring in the organization "Settings" tab, the webpage will redirect directly to the "Mirroring" tab and display the mirror configuration form. However, if you switch to another tab and then return to the "Mirroring" tab, the mirror configuration form will disappear, the "Mirroring" tab will be disabled and show "This organization's state is NORMAL. Use the  and change it to Mirror to manage its mirroring configuration."

quay 3.17.0    

Steps to reproduce:

1.  Log in quay 3.17.0 and create a organization "whu_org"

2. Go to Setting tab of organization "whu_org" and set Organization State as "Mirror", after clicking "Submit" button, the webpage will redirect directly to the "Mirroring" tab

3. Switch to another tab, take Setting tab as example

4. Switch back to "Mirroring" Tab.

Actual results:

After switching back to "Mirroring" Tab,  the "Mirroring" tab will be disabled and show "This organization's state is NORMAL. Use the  and change it to Mirror to manage its mirroring configuration."

Expected results

Once the organization status is set to "Mirror", it will remain in effect until the organization status is updated again.
