Description of problem:

This is not regression, I think it's UI layout problem.

In Usage Logs page, it hardcoded 20, LOGS_PER_PAGE = 20 in endpoints/api/logs.py:42

this cause large size of UI empty. and I find only in the page, we have a fixed footer bar at the bottom of page, in Organizations/Repositories page, the pagination widget if along with above table, not fixed at the bottom of page.
