Description of problem:

After setting Repository state, it jumps to other unrelated page. This is NOT a regression, it started from beginning

Steps to reproduce:

1. Create a repository
2. Go into the repo, Settings -> Repository state 
3. Change to other state, like "Mirror/Read Only/Normal"

Actual results:

After set to "Mirror", it goes to "Delete repository" page, which is confused,

After set to "Read Only", it keeps on current page which is correct, this also can jump to "Delete repository" page

After set to "Normal", it jumps to "Immutability Policies",
