      Quay is running on python 3.9 we need py 3.12 for MCP.

      For QE:

      This change included replacing the rehash library with resumeablehashlib. This library is used to calculate the hash of a blob when it is pushed in multiple chunks. We'll need to test this with large layer pushes.
