As an OpenShift customer, I would like to be able to take advantage of the new in-place pod update feature with my VPA-managed workloads.

Please make sure the upstream community has a design for the updater changes.

Please make sure that someone from the community (or Red Hat / IBM) takes the work and coordinate on changes that need to be made.

Please make an initial PR that follows the upstream enhancement and demonstrates the desired VPA functionality.

Please attempt to implement the upstream enhancement in a way that demonstrates the desired VPA functionality
