CMA sets the annotation openshift.io/cluster-monitoring=true so that the OpenShift Console shows a checkbox during installation labelled "Enable operator recommended cluster monitoring on this namespace". We would like to be able to enable this by default, but allow admins to opt out.

For this spike:

• determine whether there is a way to enable it by defaut
• determine whether there is an alternative mechanism to get our metrics scraped
• if no to both, talk to the console team about whether it would make sense to add a feature for default-on as an option for operator developers
