Workbench: Enabled Resource Planner permission does not allow to create solver configuration

If the Resource Planner permission is enabled for a user, he cannot create solver configuration if he does not have the plannermgmt role. Other planner functions (in Data modelers) are correctly enabled/disabled by the Resource Planner permission (without the planner role).
