Performance degradation for Change and Swap move in VRP(sublist impl)

In RHBOP 8.29.0 VRP example was changed to use the @PlaningListVariable feature. The feature comes with SubListChangeMove and SubListSwapMove selectors. The following table demonstrates the performance difference between Chain and List versions of the example.
