Pipelines: Move optaplanner-website publish job to Kogito DSL framework

    Description

      Current implementation is done on KIE Jenkins scripts: https://github.com/kiegroup/kie-jenkins-scripts/blob/main/job-dsls/jobs/kie/main/jbake_web_publishing.groovy

      Current other OP jobs are using the Kogito DSL framework and in a matter of harmonizing, we should migrate this job.
