Now that we have a fully searchable and indexable documentation website, we should bring release notes to the documentation.

With this information in the same repo as the code, it will become easier to keep it updated and in sync. Also, it will allow us to trim them down as old upgrade recipes will still be kept in old versions of the documentation, and therefore do not need to obfuscate the current documentation.
