In the readme of optaplanner, optaweb-*, optaplanner-quikstarts and optaplanner-website we link to very stale information: https://github.com/kiegroup/optaplanner#developing-drools-optaplanner-and-jbpm

Less is more. Let's bring that down the absolute bare minimum, to attract contributors. *What do new contributors need to know? *I'd argue:

      • Code style is enforced by build - setting up IDE is optional.
      • Tests run in less than 10 minutes, but CI on PR's will do it for you anyway.
      • Use of -Dquickly?
      • how to build the docs.

Let's change the title of this section to "Contributing to OptaPlanner".
