Reduce scope of commons- dependencies

We often use commons-lang and commons-io for things that are already available in JDK 11. We also use commons for things that are simple enough that they do not warrant dragging in an external dependency.

We will reduce scope of lang and io so that they are only ever used in tests, if possible.
