Consecutive Interval collector has an incremental bug

    Description

      As part of PLANNER-2522, I have identified an incremental calculation bug in the consecutive interval collector. I have provided a minimalistic reproducer:

      CheapTimeCorruptionTest will fail and give a descriptive message of what is wrong.
