Performance downgrades after migration to JDK11

Regression analysis for OptaPlanner 8.x have shown a huge downgrades for examples comparing to the OptaPlanner 7.x. Further analysis have shown that this is caused switching to the different environment, namely switching to JDK11.
For example localsearch.tsp.moveselector.TSPSubChainSwapMoveSelectorBenchmark.benchmark_GREECE_9882 have difference in 556.52%.
Need to investigate such cases and decide how to mitigate this.
