Enable a cross-repository PR checks between optaplanner and optawebs

      Currently, there is a cross-repository PR check from optaplanner to kogito-apps and kogito-examples. The goal is to add also optaweb-employee-rostering and optaweb-vehicle-routing.

      The optaplanner-quickstarts are built as a part of the "optaplanner" PR build, but could be moved to a separate PR build with the same ability of (re)triggering like the kogito-apps and kogito-examples builds.
