Provide tooling for Constraints Stream verbalization

We have a need where a customer wants to empower non-technical resources to participate in constraints creation and maintenance in a CS context.

Similarly to what our authoring environments offer for DRL rules writing (whether they are authored as Guided rules, Guide DT or Spreadsheets DT), our customer is interested in using Kogito in a near future and therefore prefer to stick to CS. Since CS are 100% java, only developers can author constraints at this point. 

Please note that we are not talking about modifying weights or changing levels (High, Medium, Low), but about being able to add new constraints or maintain existing ones through some kind of constraint builder.

Some tooling that would allow to verbalize CS constraints and generate the corresponding CS would be interesting.
