ConstraintStreams: penalize/reward matches pick the Score level themselves

"I cannot control the Score level based one the matched entities when using the reward or penalize functions"

A matchWeigher only impacts the score level hard coded by the ConstraintWeight. But it can be inlined because of that.

This alternative matchWeighter won't be able to inline, but that's ok.
