Description
The existing Jenkins PR job builds upstream repositories that are no longer relevant for OptaPlanner on the master branch and runs with Java 8.
Replace the existing job with a PR pipeline that:
- runs Java 11
- builds (skipping tests) kogito-runtimes as an upstream repository
- builds & tests optaplanner and optaplanner-quickstarts
- runs SonarCloud analysis of optaplanner
