JDK 15 is removing their Javascript evaluation engine, which is used by the thread pool size Javascript evaluation code. We most likely can not remove the JS support altogether in order not to break backwards compatibility, so we need to see what else we can do.

We definitely need to create an update recipe warning users that this functionality is going away in 8. (PLANNER-2135.)
