Eliminate the race condition in CloudBalancingDaemonTest

CloudBalancingDaemonTest failed with a stack-trace found in the attached document. The test works with multi-threading solving and uses the sleep() method on two occasions to wait for all the threads to finish. This makes the test unreliable and may result in it failing from time to time.

It would be beneficial to rewrite the test so it stops having this race condition present.
