Move OptaWeb TSP repository to kiegroup

      The repository will soon get attraction and when it does it should already be a KIE group repository, not a personal one.

      Probably depends on the single Maven build. The single most important reason for this would probably be to have the project version synchronized with other repositories (and automatically updated during KIE releases).
