Migrate QE functional tests to upstream

Description
The aim is to open source remaining QE tests for OptaPlanner. There is a test suite focused on running typical examples that have been tweaked to simulate situations interesting for testing.
There is no technical nor legal reason that would prevent move this test suite upstream.
