OptaWeb: pressing the solve button in the "availability roster" screen does not update the screen. remove that "publish" and "solve" button there

Remove the "publish" and "solve" buttons in the Availability roster screen. The user should only be able to do that from the "shift roster" screen.

If we do keep them, notice that they refresh the screen afterwards, don't show the score, etc.
