OptaWeb: clean up and minimize template files of openshift

optashift-employee-rostering-template.yaml and it's binary friend need to be a lot shorter and cleaner:

• configuration by exception
  • Remove all lines that have that value by default
  • Remove all lines that have another value by default but it really doesn't matter or even it's a bad idea to power tweak if we don't know what we'r doing: just let openshift figure it out
• "parameters" element the attribute order needs to be: name before displayName before description before required before value
• Why does the binary have resources set and the other one doesn't? Keep them in sync.

There's also a .sti directory: what do those 2 scripts do? Can we remove them?
