Define badge popovers for Dev/Tech Preview

      Both cloud.redhat.com and the OpenShift Web Console have some sub-products and features that aren't fully done yet but are available for early testing & validation. We call these "Developer Preview" and "Technology Preview."

      There's an official definition for Tech Preview here:
      https://access.redhat.com/support/offerings/techpreview

      But we don't have an official definition for Dev Preview, as far as I can find.

      Steps

      • Track down an official definition of Developer Preview
      • Work with the UXD Content and/or OpenShift Docs team to formalize shorter definitions of both that can be used in-UI (probably as popovers)
      • Share mockups with the c.rh.c and OpenShift Design teams to see if the definitions and links all make sense
      • Add the new badge to the Assisted Installer's UI
