Background Info
Users may want to temporarily hibernate a cluster to save on the costs of running it.
This feature is now available in a "Tech preview" state, and the user should be notified that by using it, they are going to receive limited support for that cluster.
Goals
- Create design that captures the option of putting ROSA/OSD clusters in a hibernating state
- Because this feature is Tech preview, the user should be warned of what the implications of that is, including limited support.
