The https://issues.redhat.com/browse/OCM-70 is going to expose all the autoscaler features in the API and CLI. The ask is to expose all those knobs also on the UI.

There are the following requirements

1: there is only autoscaler configuration per cluster

2: it has to be available both during cluster creation as well as in day2

3: all fields which can be modified during cluster creation can be modified in day2 too
