[ROSA] Managed policies

      There are UI changes necessary for both ROSA classic and hcp (hypershift)

      The following changes were found to be needed to accomodate managed policies.

      (Very nice to have) In step 1 - auto-select ARNs with managed policies by default and mark as preferred.
      Position: This could be beside or below the "installer role" dropdown field.

      In step 1 - show if managed policies are selected.
      Position: just below the indicator of the compatible OpenShift version text. 

      (Most critical) In step 2 - Any versions not compatible with managed policies are omitted/blocked from the version selector dropdown indicating "not compatible with ARNs selected in previous step". This would be the case for any version older than 4.11.

      In step 1 - add ManagedPolicy and version identifier to each role in the installer ARN dropdown, to quickly indicate which ones are for which version, and which ones have managed policies or not.

      There will also need to be text/popout changes to point to the new documentation about managed policies.

       

      The above capabilities are important to HCP (Hypershift) UI because HCP will use only managed policies.
