ROSA hosted control plane clusters are going to be billed based on consumption (PAYG) where Red Hat will be doing the metering and submitting the usage to AWS for invoicing. As such, the AWS account used by the customer to provision the infrastructure and the AWS account used by the customer to subscribe to ROSA hosted control plane offering can be different.
Customers should be able to specify the AWS account for subscription billing. OCM will need to validate that the AWS account being used for subscription billing is already subscribed to ROSA hosted control plane offering in AWS. This will need to be part of the quota validation that is done within AMS.
