From the collected data and feedback from ROSA wizard users, the prerequisite step is a significant obstacle to creating a cluster. 

For the long-term, we should be able to validate most of the steps ahead of cluster creation. 

For the short-term, we need to present the prerequisite better and provide customers a better experience and guides. 

This change should be included in all OCM wizards (ROSA standalone, OSD, and future ROSA hosted)
