Goal
As a user, I need the ability to create compute targets for app deployment including compute workspaces, locations, and clusters 

Requirements

• Review user flow with design. Reference https://issues.redhat.com/browse/PD-1375
• Edit any existing microcopy. 
• Propose new microcopy as-needed. 
• Hand off the microcopy for a CCS review by tech writer. 
• Collaborate with tech writer to determine any other UI content opportunities to help the user (e.g., onboarding, in-context docs)
