Firing onboarding modal for new users

      When the operator is installed and they successfully arrive at the new cluster page it will be empty.
      This could be a good opportunity to help onboard the user.

      We can help them understand how to prepare to create their first cluster by :
      Connecting to a cloud provider
      Discover hosts and add them to their inventory
      Create their first cluster template
      Import a cluster

      Educate them on new features via quick starts
      Hosted Clusters (HyperShift)
      Cluster Templates (creating your first cluster template with hosted control plane)

      This modal should be deployed when they visit the all clusters/cluster list page for the first time.

      When they close the modal they should still see the ability to retrieve the modal via a link at the top of the cluster list page.

        • The modal will be shown only once per user on the first visit
        • When users click on one of the tiles we will direct them to the relevant screen and the relevant quick start will be shown open by default
