BACKGROUND
The current empty state is too strict. Simply it declares there is no policy and this gets associated with negative experience from the start because customers don't have good ways of understanding of what Governance means, what it does, and why it is important to their business practice. 

PURPOSE
Need to establish understandable and helpful onboarding experience for Governance on-prem as well as cloud. We'd like to introduce three ways to experience governance or configuration management:

1. Explore best practice policies (policy catalog experience)
2. Import policies from Git
3. Create policies
