Enable add-on authors to provide a link on the "Prerequisites not met" warnings

      Whenever a prerequisite is not met for addon installation the user is shown a message that tries to explain the criteria.

      For example, for add-on compute memory and CPU requriment, the user might face the following message:
      "This addon requires a machine pool to exist where compute.cpu >= ### and compute.memory >= ###"

      This message is informative but does not dictate what the next action should be or how to achieve it.  

      The ask is to allow the add-on authors to optionally specify, for each addon requirement, a  URL, that will be displayed as a button, on/near the requirement warning. The add-on author can utilize this link to point the user to documentation explaining a possible course of action, or alternatively forward the user to another section of OCM where he can take immediate action.

      In the above example, we would like to provide a link that will forward the user to the dialog/screen that deals with machine pools, were he could add more compute.
