The current CIM is only exposing the flow where the infra owner first creates the infra env and discovers hosts in it, after that the cluster creator comes in and deploys clusters on them.

This is one flow. The other flow is the flow currently existing in the cloud - the cluster creator both discovers the infrastructure AND deploys the cluster on top of it. The ask is to expose this cloud flow also to the on prem ACM solution.
