GOAL
Customer should be able to create N:1:1 (Policy:PlacementRule:PlacementBinding) relationship during creating policies in ACM Governance.

BACKGROUND
Currently customer can create 1:1:1 (Policy:PlacementRule:PlacementBinding) relationship only. In case they want to deploy all policies always together to the same location, there should be a mechanism to support this use case.
