GOAL
When customer could create N:1:1 (Policy:PlacementRule:PlacementBinding) relationship during creating policies in ACM Governance, they should be able to view grouped policies separately from the policy data table.

BACKGROUND
Currently customer can create 1:1:1 (Policy:PlacementRule:PlacementBinding) relationship when creating a policy. Customers and ACM consultants who have been listening to customers asked for this grouping mechanism and the page dedicated to grouped policies is in need.
