Goal 

• When installing an operator globally with the project selector set to an individual project, the project selector is changed to 'openshift-operators' namespace which may not be apparent to users. They may begin creating operands in this namespace which is generally not intended.
• It should be determined if we can not change the project when installing an operator globally, and what affects that would have on the existing 'Installing page' text and actions.
