The long term plan for the migration toolkit for virtualization (MTV) is to have a UI inside the OpenShift console. 
To help support that we should investigate what it could look like to have an entry point in our navigation under virtualization for the Migration toolkit.

Requirements:

1. What our top-level navigation would look like with the migration toolkit added to it.
2. What that page would look like before the user has installed the MTV operator. It could probably be very similar to what yfrimanm has designed for the modal for MTV in 4.9

Question

1. **When would this be delivered (we need to align with the MTV on their timeline)
2. What happens if a user tries to install MTV and OpenShift Virtualization isn't installed yet?
