Design top level navigation for virtualization

      We are adding more and more navigation items under virtualization. 
      We want to follow other operators and add a top level navigation item.

      **We need a design that shows what each page will now look like as a stand alone page.
      We should work fkargbo and what he's doing with the overview page
      We also need to think through what the Virtual machine and templates pages look like as stand alone pages.
      Work with yfrimanm to determine where the new migration tool action should belong (just on the VM page or on all pages?)
      The create dropdown currently allows you to create VMs and templates this should be split for each page so they have their own create dropdown (VMS and templates) and we need to determine where it belongs on the page (at the top or further down, look at current OCP conventions for this).
