Currently when a user enters virtualization it is not super clear that the first thing they should do is add a boot source to a template. 

This story should provide an updated design to cover this. 

Suggestions:
When creating a VM from the create dropdown the user is sent to a wizard to choose a template. Once they've done that they need to add a boot source if the template they've chosen doesn't have one.
We should allow them to either add the boot source to just the VM they are creating or to the template they've selected. 
This could be a checkbox that states "Add this boot source to the chosen template" with help text that states "If you'd like to add a boot source to a single VM leave this box unchecked" or something like that.
