Background

Evaluate with other QEs how Monitoring testing could be triggered against specific PRs:

We want to be able to decide when to run the tests as not all the fixes involve extensive testing. So IMO we should add commands so extensive tests can be run from the PR. Also if we find a way to run a small set of smoke and regression tests fast. by using cluster pools or other strategy, that would be great. But I want to avoid waiting 2 hours to merge something small, we have that problem in the past.
