Perses operator v0.2 has k8s RBAC support, we need to include it in konflux coo

Outcomes

• The perses operator v0.2 fork with RBAC support is on boarded in konflux
• The dockerfile is adjusted so the operator can be built correctly

Implementation

• konflux-coo and update the perses operator module to target the v0.2-golang_1_23 branch
• Check if the Dockerfile needs to be adjusted
