Background

Perses v0.51 needs to be built using konflux, the fork with go 1.23 support needs to be on boarded

Outcomes

• The perses fork v0.51 that can be built with go 1.23 is onboarded in konflux
• Update the Dockerfile that builds perses to account for the new plugin system

Implementation details

As plugins are downloaded at runtime and not build time, we might need to include the plugin files in the perses fork so we can copy in the Dockerfile
