Background

We want Perses to be able to export .csv files for the following Panel types: TimeSeriesChart, BarChart, and Table. Once the upstream work is down we'll need to do the following 

1. Upgrade the Perse-related packages in openshift/monitoring-plugin so we can incorporate the Perse Panel .csv export feature in OpenShift

Outcomes

1. In github.com/perses/perses (upstream). The latest Perses release will include the CSV export feature for the Panel types TimeSeriesChart, BarChart, and Table.
2. In github.com/openshift/monitoring-plugin (downstream). The Perses-related packages will be upgraded to the latest Perses release to incorporate the feature into OpenShift. 
3. The feature should be incorporated in monitoring-plugin > Dashboard (Perses) > TimeSeriesChart, BarChart, and Table Panels
